Lebanon, Pennsylvania, held an Adjourned Meeting at 8 P.M., on Tuesday, August 25, 2026. Commission Vice President Flynn called the meeting to order and led the Pledge of Allegiance to the Flag. Manager McGill called the roll. Present were Anne Swager Wilson, Nick Petti, Andrew Flynn and Maragret Izzo. Jeff Siegler was not present. Also, present were Police Chief Haberman, Public Information Officer Lilley, Fire Chief Christofel and Assistant Manager/Municipal Planner McMeans. Dan Deiseroth of the engineer’s office and Phil Weis of the solicitor’s office attended online. COMMISSION/MANAGER’S ANNOUNCEMENTS Manager McGill summarized the information that was reviewed during the discussion session, including updates on various activities from the commissioners for various advisory boards to which they are liaison to, a review of the bids received for Seymour Middle Field project, an update on the status of items in the Comprehensive Plan and a review of the CIP Program 2027 items. Manager McGill stated that prior to this meeting, the Commission met in executive session to receive legal advice from the solicitor on a variety of topics. The next meeting of the Commission will be held on Tuesday, September 8, 2026 at 8 p.m. Meetings are held at 8 pm in Commission Chambers, with the discussion session meeting starting at approximately 6:30 p.m., in Room C. Lebanon municipal offices will be closed on Monday, September 7 in observance of Labor Day. Our waste hauler will not collect trash that day. All pickups will be delayed one day for the rest of the week. Thanks to our first responders, including police, fire and EMS, who WILL be on the clock all weekend keeping us safe … so that the rest of us can enjoy the last weekend of summer. Ms. Swager Wilson said to get ready for the annual Mt. Lebanon Artists Market, presented by the Mt. Lebanon Partnership on Saturday and Sunday, September 26th and 27th, from 10 a.m. to 5 p.m. in the Academy Avenue parking lot. Kyle Stott of 307 Oak Forest Drive thanked the Commission for the improvements made to the golf course and is asking for additional improvements such as moving to electric carts. Mr. McGill said that we are currently on a five-year lease for the golf carts, but after the lease is up, things like moving to electric carts and obtaining the infrastructure needed for electric carts will be investigated. Mr. McGill further indicated that if funds are allocated for a project and the project is not able to be completed in the year that it is budgeted for, those funds may be carried over to next year to fund the project. R-15-26 CDBG GRANT APPLICATION FOR ADA SIDEWALK RAMP UPGRADES An application is being prepared for submission to Allegheny County Economic Development (ACED) for the 2027 Community Development Block Grant (CDBG) Project through the South Hills Area Council of Governments (SHACOG). A full application with Concurring Resolution must be submitted by December 1, 2026. The project will include the installation of handicapped curb ramps at various intersections within the Municipality. The Municipal Engineer has reviewed the document and recommends adoption of the resolution and transmitting it to SHACOG for submission to ACED. Ms. Swager Wilson moved and Mr. Petti seconded to adopt Resolution No. R-16-26 authorizing acceptance of the grant funds. The vote was called. The motion carried 4-0. CONSIDERATION FOR THE AWARD OF THE CD YR 50-7.5 2024 ADA RAMPS PROJECT - MT. LEBANON Bids were received and opened July 30, 2026 by South Hills Area Council of Governments (SHACOG) for the Mt. Lebanon ADA Ramps Project. Five (5) bids were electronically submitted for the opening. This project is being administered by SHACOG and will be partially funded by the YR 50-7.5 Community Development Block Grant, in the amount of $20,000. This project includes the installation of handicapped curb ramps at various locations throughout the Municipality of Mt. Lebanon The Municipal Engineer has verified the bids as follows: Contractor Base Bid Joe Palmieri Construction $40,000.00 Fryer Excavating LLC $50,000.00 Verardi Landscapes LLC $70,000.00 Michael Facchiano Contracting, Inc. $81,200.00 N & N Landscaping LLC $91,342.00 The Municipal Engineer has reviewed the bids and determined the low bid to be accurate. The MLPD Traffic Services Unit administers the South Hills DUI Task Force. Aggressive Driving and DUI grants require these operations to utilize a trailer to house equipment, provide lighting and logistical support during these initiatives.
